Russian President Vladimir Putin sharply criticized current European leaders, calling them “Biden’s lapdogs.” He said meaningful dialogue with Europe is unlikely under the present leadership and will only be possible after a change in political elites.

Speaking at a meeting with officials from the Russian Defense Ministry, Putin stated that Russia is ready to negotiate and resolve outstanding issues, but only as its international position strengthens. He added that while the U.S. administration has shown willingness to engage, Moscow expects Europe to return to negotiations only after a shift in political elites. The remarks come amid ongoing tensions over the war in Ukraine, international sanctions on Russia, and discussions about financial support for Kyiv.
