Trump signals willingness to negotiate with Democrats amid government shutdown

The 47th president, Donald Trump, indicated that he is ready to break the ice with Democrats and discuss health care subsidies, as the US government shutdown approaches its one-week mark


The ongoing shutdown has already prompted drastic measures: the White House has frozen $28 billion in infrastructure funding, which has led to furloughs affecting hundreds of thousands of federal workers.


Despite the tension, Trump remains optimistic about potential dialogue with Democrats regarding healthcare, the core issue behind the conflict. He told reporters at the White House on Monday: “We are speaking with the Democrats, and some very good things could happen with respect to health care. I’m a Republican, but I want to see health care, much more so than the Democrats”.


The Democratic continuing resolution, presented on September 17 proposed funding through October 31, 2025, included a permanent extension of ACA subsidies (“Obamacare”), the restoration of previously reduced funds through rescissions, and $320 million allocated for lawmakers’ security funding. In contrast, Republicans proposed a “clean” continuing resolution that maintained existing funding levels without adding any conditions, extending the government’s funding.


After a week of shutdown, the Republicans are determined to reconsider the proposals. However, Trump has suggested that any discussion of expanding or maintaining ACA subsidies would take place only after the government reopens. Democrats remain cautious, fearing that if they concede without guarantees, Trump may later fail to deliver or retract parts of the agreement.


As the deadlock continues, more drastic measures may become necessary to resolve the impasse. Responding to questions about potential layoffs, Kevin Hassett noted: “If the Democrats refuse to keep the government open, then perhaps the efforts we’ve been making to make government more efficient will even accelerate,” – indicating that reductions in force may be approaching if the shutdown persists.
