Russian President Vladimir Putin, during his visit to the Murmansk nuclear submarine base yesterday, stated that Ukraine could be temporarily governed under a UN mandate, followed by new elections. The Kremlin leader explained that this option could be realized with the participation of the United States, European leaders, and other countries allied with Russia.

According to Putin, the UN mandate would aim to prepare Ukraine for democratic elections to form a government that enjoys the support of the people and is open to peace negotiations. However, the Russian president clarified that this would be just one option. Meanwhile, a spokesperson for the White House National Security Council immediately ruled out the Russian proposal from the negotiating table, stating that only Ukraine's constitution can regulate the country's electoral mechanism.

The Kremlin has repeatedly questioned the legitimacy of the Kyiv government. However, according to the Ukrainian constitution, holding elections is illegal while martial law is in effect—imposed on February 24, 2022, due to the Russian invasion.
