U.S. and Russia negotiations in Riyadh: focus on maritime ceasefire

Negotiations have begun in Riyadh between the United States and Russia, who have sent their respective delegations to Saudi Arabia with the goal of reaching a ceasefire agreement to end Ukraine's ongoing conflict. The U.S. delegation is led by special envoy Steve Witkoff, who stated in recent days that he does not believe Putin wants to expand the conflict to European territory.

Also present for the White House delegation are Andrew Peek, Senior Director of the National Security Council (NSC), and Michael Anton, a U.S. State Department official. The White House has expressed its intention to focus on achieving a maritime ceasefire in the Black Sea. The Russian delegation is headed by Grigory Karasin, a former diplomat and Secretary of State, accompanied by Sergei Beseda, adviser to the head of the Federal Security Service — the government agency that succeeded KGB.

Meanwhile, there is skepticism among European leaders about the Kremlin's willingness to truly compromise and abandon the huge conditions it has set for an overall ceasefire. However, U.S. President Donald Trump has stated that efforts to prevent further escalation of the conflict in Ukraine are under control.

The U.S. delegation also met with Ukrainian officials in Riyadh on Sunday, March 23rd. At the end of the meeting, Ukrainian Defense Minister Rustem Umerov said the talks with U.S. officials had been productive and that Zelensky’s goal is to achieve a secure and lasting peace not only for Ukraine but also for Europe.
