EU Council meeting and Italy’s PM stances on Europeanism

The European Council meeting, chaired by President Anthony Costa and started yesterday, is being held in Brussels. The main topics are ongoing conflicts in Ukraine and the Middle East, European competitiveness, and defense. Additionally, Ukrainian President Volodymyr Zelensky addressed the Council via videoconference yesterday. At the end of the meeting, President of the European Council Costa and European Commission President Ursula von der Leyen will hold a joint press conference.
European leaders are discussing military aid to Ukraine to ensure it enters peace negotiations with Russia in a stronger position. They'll also consider potential measures to provide greater security guarantees to Ukraine. So far, the European Union has provided approximately 138.2 billion euros in support to Ukraine, including 49.3 billion euros in military aid.
However, the European Council meeting may become more tense after Italian PM Giorgia Meloni's address at the Senate on Wednesday, March 19th, when she read parts of the Ventotene Manifesto, criticizing its contents and provoking discontent among the opposition members in Parliament. The Ventotene Manifesto is the foundational text of modern Europeanism, written by Altiero Spinelli – who was also a European Commissioner and a strong supporter of a common European defense – Ernesto Rossi, and Eugenio Colorni, during their confinement on the island of Ventotene during the fascist regime.
Meloni also expressed confidence in U.S. role in the peace negotiations between Ukraine and Russia and urged European partners to approach the situation with pragmatism. She also excluded the possibility of sending troops to Ukrainian soil, as proposed recently by the United Kingdom and France.
