Italian Prime Minister Giorgia Meloni outlined Italy's stance on European defense and the situation in Ukraine during the informal European Council. Italy is requesting guarantees on European defense, rejecting the use of cohesion funds for armaments and the deployment of European troops in Ukraine. Meloni also proposed separating defense spending from the deficit-to-GDP ratio and introducing guarantees for private investments, similar to the InvestEu program.

On debt, Meloni suggested mechanisms to safeguard investment sustainability. She also criticized Vladimir Putin's remarks, joking about his desire to "take everything that is his." The "Rearm Europe" plan continues to cause divisions within the ruling coalition, fueling disagreements between Lega and Forza Italia, putting Meloni in a challenging position as she seeks to mediate between conflicting European views.

Regarding finances, Italy welcomed the German proposal for a revision of the Stability Pact, arguing that it should address not only defense but also other public European goods, such as competitiveness. In Brussels, Meloni reaffirmed that European defense cannot be separated from NATO involvement, contrasting Italy's position with French President Emmanuel Macron's support for a European nuclear umbrella.
