Political dialogue and strengthened exchanges

Chinese authorities have announced a package of new measures aimed at promoting the peaceful development of relations across the Taiwan Strait. Among the key points is the establishment of a regular communication mechanism between the Communist Party of China and the Kuomintang, based on adherence to the “1992 Consensus” and opposition to Taiwan independence. In this context, the plan seeks to reinforce the principle that both sides of the Strait belong to one shared community, fostering exchanges, cooperation, and integration.


Particular attention is given to young people, with the creation of an institutionalized platform for bilateral exchanges. On the infrastructure front, the plan also promotes energy and transport links between the coastal areas of Fujian and the islands of Kinmen and Matsu, where conditions permit.


Economy, mobility, and trade cooperation

The package also includes concrete measures to facilitate trade and mobility. These include the restoration of direct passenger flights across the Strait and support for the resumption of routes connecting several mainland Chinese cities. The shared use of the new Xiamen airport by Kinmen is also encouraged.


On the economic side, the plan aims to simplify the import of Taiwanese agricultural and fishery products that meet inspection and quarantine standards, improve market access management in the fisheries sector, and facilitate the registration of Taiwanese food companies in the mainland. It also considers the establishment of new markets for small-value trade, with the goal of supporting Taiwanese small and medium-sized enterprises in expanding into the mainland market.


Culture and tourism to bring the two sides closer

Alongside economic and political measures, the plan also emphasizes cultural and social dimensions. It allows for the broadcasting of Taiwanese audiovisual content - including TV series, documentaries, and animation - on mainland satellite channels and online platforms, provided they meet certain content and quality standards.


Finally, the plan seeks to promote the resumption of individual travel to Taiwan for residents of Shanghai and Fujian Province, marking a further step toward normalizing exchanges and strengthening ties between people on both sides of the Strait.
